Job Description

Provides technical assistance to update and implement Bolivia’s emergency protocol and critical pathway for children aged zero to five affected by sexual or intrafamily violence. The consultant will align the instrument with current institutions and law, train protection actors, coordinate validation and referral arrangements, and produce an implementation roadmap.

Summary of Responsibilities

  • Agree a work plan, methodology, timeline, activities and deliverables with UNICEF and the Viceministry
  • Review the existing emergency protocol and critical pathway to identify technical, legal and institutional updates
  • Update content, roles, responsibilities and coordination mechanisms for the current legal and institutional framework
  • Coordinate and facilitate interinstitutional review and validation sessions
  • Prepare technical documents to support approval of the updated protocol
  • Design and deliver participatory training for public servants and protection actors
  • Provide technical accompaniment to strengthen practical application and identify implementation gaps
  • Develop a roadmap for continued and progressively expanded implementation

Role Requirements

  • Bachelor’s degree in psychology, social work, law, social sciences, sociology, education or a related field
  • At least 4 years of general professional experience
  • At least 2 years of specific experience in child and adolescent protection, violence prevention or response, early childhood or related areas
  • Experience developing, reviewing, updating or implementing protection protocols, care pathways, guidelines or technical instruments
  • Spanish proficiency in speaking and writing
  • Knowledge of the national legal framework on children’s rights and protection

Desired Criteria

  • Master’s degree or specialisation in children’s rights, child protection, violence prevention and response, public policy or early childhood
  • Experience implementing interinstitutional protocols or pathways for children affected by violence
