Job Description
Designs and implements a safeguarding-capacity strategy for UNICEF implementing partners and service providers in Venezuela. The consultancy develops PSEA assessment and training resources, reinforces partner review processes and supports sustainable learning for UNICEF and humanitarian actors across child-protection, health, education, nutrition and WASH sectors.

Summary of Responsibilities
- Design and implement an integrated safeguarding-capacity strategy for implementing partners and service providers
- Develop training packages, specialised PSEA Capacity Assessment modules and monitoring tools for minimum PSEA standards
- Create methodologies for partner capacity assessments, reassessments and institutional-strengthening plans
- Strengthen UNICEF support personnel and relevant staff to conduct partner assessments and reassessments
- Promote sustainable learning through communities of practice, peer support and training for inter-agency and humanitarian actors
Role Requirements
- Postgraduate degree in social sciences, human rights, education, psychology, social work, law, international studies or a related field
- At least five years of professional experience in safeguarding, child protection, GBV/PSEA, institutional strengthening or related areas
- Fluent spoken and written Spanish and intermediate or advanced spoken and written English
- Experience designing and facilitating capacity-strengthening and training processes for organisations, implementing partners or humanitarian actors
Desired Criteria
- Additional training or certification in safeguarding, child protection, PSEA, ethics or related areas
- Previous experience with UNICEF or United Nations agencies
- Experience in temporary camps, shelters or emergency response
- Knowledge of the Venezuelan context and national protection systems
- Experience in PSEA networks or inter-agency mechanisms
