Job Description
Leads a remote consultancy to update Honduras' national health-surveillance standard and develop the Health Surveillance Unit's functions manual. The assignment strengthens the Unit's regulatory framework, aligning it with the International Health Regulations, One Health and pandemic-preparedness requirements through technical review, stakeholder consultation and organizational design.

Summary of Responsibilities
- Update the National Health Surveillance Standard in line with current international standards
- Develop the Health Surveillance Unit's positions and functions manual
- Review gaps in the Unit's regulatory and institutional framework
- Align proposed standards with the International Health Regulations and One Health approach
- Facilitate multi-stakeholder consultation and regulatory validation processes
- Define functional structures, critical roles and lines of authority for health surveillance
Role Requirements
- Postgraduate degree in Public Health, Global Health, Field Epidemiology or a related discipline
- At least 10 years of professional experience in public health or epidemiology, including at least five years updating health-sector policies, standards, guidelines, protocols or regulatory frameworks
- Expert-level Spanish for technical regulatory writing and facilitation of meetings and workshops
Desired Criteria
- Experience updating officially adopted national epidemiological-surveillance standards in Latin America and the Caribbean
- Experience integrating One Health and the International Health Regulations into surveillance frameworks
- Experience designing organizational manuals for health-sector institutions
- Knowledge of Honduras and Central American public-health systems
