Prepares an analytical paper on water security in the Arab region for ESCWA. The consultancy frames regional challenges, examines vulnerability and resilience drivers, and assesses governance, finance, innovation and cooperation options. It turns research into evidence-based recommendations that can guide investment and coordinated action for resilient water security and sustainable development.

Summary of Responsibilities
- Develop a framing for water security in the Arab region
- Review the water-security landscape and cooperation examples across Arab countries
- Examine climate, economic-development and conflict drivers of vulnerability and resilience
- Assess governance, finance, innovation, knowledge exchange and private-sector enablers
- Identify opportunities for regional cooperation
- Provide investment and cooperation recommendations for resilient water security
Role Requirements
- Master’s degree or higher in water resources management, hydrology, hydrogeology, sustainable development, natural resources management or a related field
- At least ten years of professional experience in water resources management with regional development experience related to the Arab region
- Experience writing water-resources reports and papers for international organisations
- Fluency in English
Desired Criteria
- PhD in a relevant field
- Experience conducting quantitative analysis and interpretation
- Knowledge of Arabic
- Knowledge of French
