Job Description
Maps and documents social and gender norms interventions for gender-based violence prevention across Eastern Europe and Central Asia. The consultant will review evidence, analyse Country Office and Regional Office initiatives, and create regional guidance and a practical assessment tool that helps UNFPA teams design, monitor and measure safe, effective normative-change programming.

Summary of Responsibilities
- Review global, regional and country evidence on social and gender norms change for GBV prevention
- Identify effective tools, indicators and methodologies for GBV prevention and response
- Map Country Office and Regional Office social norms interventions across the region
- Develop regional guidance aligned with evidence and UNFPA strategic priorities
- Set standards for monitoring and measuring social norms change initiatives
- Create a practical Social Norms Assessment Tool with indicators and assessment instruments
Role Requirements
- Master's degree or Ph.D. in gender studies, sociology, social anthropology, public policy, international development or a related social science
- At least 7 years of relevant experience in gender equality, social norms change or harmful-practices programming and evaluation
- Demonstrated experience designing assessment tools, monitoring frameworks or minimum standards for social change
- Strong familiarity with the Eastern Europe and Central Asia context and UNFPA frameworks
- Fluency in written and spoken English
- Excellent research, analytical, writing and communication skills
