Job Description

Develops UNRWA’s institutional framework and programme model for gender-based violence prevention and response. The home-based consultancy reviews systems and referral pathways, consults headquarters and field stakeholders, assesses capacity gaps, and produces survivor-centred standards, implementation tools and a monitoring framework for consistent services to Palestine refugees.

Summary of Responsibilities

  • Review UNRWA GBV policies, strategies, tools and operating procedures
  • Develop the inception methodology, workplan and consultation approach
  • Map GBV capacities, services, referral pathways, tools and practices across headquarters and field operations
  • Assess institutional strengths, gaps and risks in prevention, response and information management
  • Facilitate consultations with programme areas and field offices
  • Draft the agency framework for multi-sectoral GBV prevention and response
  • Develop a GBV programme model with service packages, staffing profiles and adaptation guidance
  • Validate findings with stakeholders and finalise implementation tools and roadmap

Role Requirements

  • Advanced university degree in Gender Studies, Social Sciences, Human Rights, Protection, International Development, Public Policy or a related field
  • At least seven years of professional experience in GBV prevention and response, protection programming and institutional capacity strengthening
  • At least two continuous years of relevant international experience outside UNRWA and the candidate’s country or countries of citizenship unless already an international UN Common System staff member
  • Excellent command of English

Desired Criteria

  • Experience developing GBV strategies, frameworks, standards or operational guidance for UN agencies, NGOs or humanitarian organisations
  • Knowledge of international GBV, protection and gender-equality standards
  • Experience working in humanitarian or displacement contexts
  • Experience facilitating multi-stakeholder consultations and institutional assessments
  • Familiarity with UNRWA’s operational context
