Job Description
Provides field-level technical leadership for gender-based violence preparedness and response in Philippine emergencies, strengthening survivor-centred services, referral systems, coordination mechanisms, partner capacity and evidence-led programme quality across humanitarian sectors.

Summary of Responsibilities
- Implement and monitor GBV prevention, risk-mitigation and response activities across emergencies and recovery
- Establish Women- and Girl-Friendly Spaces and survivor-centred cash, protection and dignity-kit interventions
- Conduct safety audits, needs assessments, service mapping and protection-risk analysis
- Integrate GBV risk mitigation across health, protection, WASH, shelter, education, food-security and nutrition responses
- Train and mentor government, humanitarian and community actors on GBV preparedness and response
- Strengthen GBV coordination mechanisms, referral pathways and inter-agency partnerships
- Develop preparedness plans, proposals, budgets, reports and information products
- Monitor partner quality, donor compliance and application of humanitarian standards
Role Requirements
- Relevant qualification in social work, public health, gender studies, development studies, psychology, sociology, human rights, disaster risk reduction, international relations, public administration or a related field
- At least five years of progressively responsible GBV, protection, SRH, disaster-risk or humanitarian programme experience, reduced to three years for master's degree holders
- Experience working with government, UN, humanitarian, NGO, civil-society and community-based organisations
- Experience in programme planning, implementation, monitoring, evaluation, information management and donor reporting
- Experience facilitating capacity building and technical support for government and humanitarian partners
- Excellent written and spoken English and Filipino
Desired Criteria
- Experience in humanitarian or emergency settings
- Experience with GBV coordination, case management, referral pathways, Women- and Girl-Friendly Spaces or community engagement
- Experience with emergency preparedness, anticipatory action and humanitarian-development-peace programming
- Proficiency with online collaboration, data-collection and reporting platforms
- Knowledge of Philippine dialects relevant to the deployment location
