Job Description
UNESCO seeks a national consultant in Kinshasa to establish a structured dialogue framework between education-sector ministries and the ministries responsible for planning, budget and finance. The consultant will prepare terms of reference, accountability and coordination mechanisms, and implementation tools, while facilitating alignment of education and budget policies and strengthening the capacity of national stakeholders.

Summary of Responsibilities
- Develop terms of reference for the interministerial dialogue framework
- Propose mutual-accountability mechanisms between education and finance ministries
- Support stakeholders to define institutional dialogue arrangements
- Develop coordination tools and mechanisms
- Liaise with government, parliament and national planning, budget and finance institutions
- Strengthen capacities of national dialogue stakeholders
- Produce diagnostic reports, implementation guidance and action plans
Role Requirements
- Advanced university degree in economics, education, political science, public management, public finance or a related field
- At least eight years of experience in interinstitutional dialogue, budget planning or sector coordination
- Demonstrated knowledge of education policy, public finance and national budget processes
- Strong analysis, report writing, workshop facilitation and institutional-engagement skills
- Excellent French proficiency
- Authorisation to work in the Democratic Republic of the Congo
