Consultancy to Support the Ministry of Education to Develop a Foundational Learning Strategy and Investment Plan

Develops Zambia's 2027–2034 Foundational Learning Strategy and Investment Plan with the Ministry of Education and education stakeholders. The consultancy will shape a national framework, priority actions, resource alignment and accountability mechanisms to improve foundational learning skills and guide policy and programme decisions for children and national delivery.

• Develop the Foundational Learning Strategy and Investment Plan for 2027–2034
• Work with the Ministry of Education, development partners, civil society, academic institutions and other stakeholders
• Set a national vision, priority actions and resource alignment for foundational learning
• Establish mechanisms for monitoring progress and accountability
• Produce policy and strategy documents suitable for government endorsement and partner coordination

• Advanced university degree in Education, Curriculum Studies, Educational Planning, Public Policy, Development Studies, Social Sciences or a related field
• At least eight years of progressively responsible experience in the education sector, including foundational learning
• Strong knowledge of Zambia’s education sector
• Experience developing or supporting education policies, strategies, frameworks, guidelines or action plans
• Proficiency in spoken and written English
