The consultant will provide strategic and operational leadership for the World Bank's education portfolio in the Philippines. The role guides implementation support, institutional capacity building and policy dialogue with government and development partners, while strengthening portfolio performance, analytical work and education-sector results across national education and skills operations.

Summary of Responsibilities

  • Lead strategic and operational management of the Philippines education portfolio
  • Provide technical assistance and implementation support to government counterparts on education systems and service delivery
  • Identify and resolve implementation bottlenecks involving budgeting, procurement, financial management and institutional coordination
  • Strengthen portfolio coordination and results management across projects and institutions
  • Build partnerships with government institutions, development partners, civil society, research institutions and academia
  • Generate analytical products and actionable policy recommendations for education and skills development
  • Prepare management briefings, reports, presentations and materials for missions and stakeholder engagements

Role Requirements

  • Master's degree in education, economics, public policy, business administration or a related field with at least 8 years of professional experience in the education sector
  • Experience preparing or implementing education and skills projects or conducting analytical work on education or skills
  • Extensive experience working directly with the Government of the Philippines
  • At least 5 years of policy dialogue and formal negotiations with government counterparts and development partners
  • Excellent oral and written communication skills in English and Filipino

Desired Criteria

  • Experience working with DepEd and/or TESDA
  • Experience working with development organizations
  • Experience with World Bank-supported projects
