Job Description

Advances inclusive, community-led recovery in Poltava oblast through UNDP’s Area-Based Recovery approach. The officer facilitates civic engagement, stakeholder dialogue and local planning, strengthens Community Engagement Working Groups, and helps communities incorporate veterans, displaced people, women, youth and people with disabilities into recovery decisions, implementation and monitoring.

Summary of Responsibilities

  • Implement civic-engagement and community-led recovery activities within the Area-Based Recovery approach
  • Assess communities and map stakeholders to identify needs, capacities, gaps and priorities
  • Facilitate consultations, profiling and co-creation of community priorities in partner hromadas
  • Establish and strengthen Community Engagement Working Groups as inclusive decision-making platforms
  • Support community-led initiatives and veterans’ reintegration with local authorities and civil-society organizations
  • Coordinate regional and local stakeholders and document feedback and agreed action points
  • Support procurement processes, field missions and results-oriented reporting
  • Integrate gender equality, inclusion and safeguards into civic-engagement activities

Role Requirements

  • Advanced degree in social sciences, public administration, law, political science or a related field; a bachelor’s degree with two additional years of qualifying experience may be considered
  • At least two years of experience in civic engagement, inclusive recovery or community development with a master’s degree, or four years with a bachelor’s degree
  • Fluency in Ukrainian and English
  • Ability and readiness to undertake regular field missions to project locations

Desired Criteria

  • Experience applying the Human Rights-Based Approach or Area-Based Recovery in community programming
  • Experience advising civil-society organizations and local authorities on civic engagement, social inclusion or veterans’ reintegration
  • Experience with UNDP, UN, public-sector institutions or international organizations

  • Regular duty travel to partner hromadas across Poltava oblast is required
