Job Description
Manages UNRWA's Camp and Community Services Office in Tulkarm, representing the Agency with local authorities, refugee representatives and humanitarian partners. The officer coordinates camp services and emergency readiness, monitors protection, neutrality and security risks, and supervises sanitation and support staff to sustain safe, responsive services for Palestine refugees.

Summary of Responsibilities
- Represent UNRWA at camp level and liaise with local authorities, security forces, refugee representatives, humanitarian organisations and NGOs
- Coordinate programmes and community actors to address camp issues, service continuity and disputes affecting refugees
- Act as the security and safety focal point, report incidents and maintain evacuation arrangements and safety equipment
- Monitor neutrality violations and protection issues, support information gathering and implement Agency responses with protection teams
- Direct the Camp and Community Services Office and supervise sanitation labourers, foremen and assigned guards
- Manage emergency preparedness and response activities and contribute plans, standard operating procedures and situation reports
- Disseminate UNRWA programme information to residents and beneficiaries and support public-information interventions
Role Requirements
- University degree in business administration, law, development, human science or a related field
- At least 5 years of experience in humanitarian, community or social development
- Proven understanding of humanitarian and political challenges facing Palestine refugees in the field of operations
- Fluency in English
- Must reside in the West Bank or Jerusalem, be within commuting distance of the duty station and be authorised to work there at the time of application

- Experience with UN agencies or international NGOs
- West Bank or Jerusalem identity documentation
- Knowledge of camp conditions and refugee issues
- Residence in the camp or neighbouring area
