Job Description
UNDP seeks an IT Project Analyst to manage Moldova’s electoral digital-systems portfolio under the EDMITE project. The role coordinates quality assurance, cybersecurity compliance, systems integration and capacity building for the Central Electoral Commission. It requires an advanced IT degree and two years’ ICT project-management experience, plus fluent English and Romanian.

Summary of Responsibilities
- Maintain integrated plans for electoral IT systems, milestones, risks and resources
- Translate institutional needs into functional and technical specifications
- Coordinate vendors and review deliverables against technical and cybersecurity standards
- Oversee testing, deployment, stabilization and maintenance of electoral systems
- Promote data governance, access control, auditability and integrated data architecture
- Build CEC capacity through guidance, documentation and technical training
Role Requirements
- Advanced university degree in computer science, web development, IT systems or a related field
- Two years of ICT project-management experience with a master’s degree or four years with a bachelor’s degree
- Experience designing and overseeing at least three information systems
- Fluency in English and Romanian
Desired Criteria
- PMP or PRINCE2 certification
- Experience with information-system architecture, web platforms and ICT standards
- Experience supporting public institutions or electoral bodies
- Working knowledge of additional languages relevant for Moldova
