Job Description

Provides time-bound technical surge support to strengthen child protection and mental health and psychosocial support readiness for Ebola in Rwanda. The consultancy helps UNICEF and government partners develop practical preparedness and response outputs, strengthen coordination and systems, and address risks affecting children and families in a public-health emergency.

Summary of Responsibilities

  • Deliver technical outputs that strengthen child protection and mental health and psychosocial support readiness for Ebola
  • Support UNICEF and government partners to prevent, prepare for and respond to Ebola-related risks affecting children and families
  • Develop technical tools, guidelines, standard operating procedures or training packages for emergency response
  • Facilitate multisectoral technical consultations with government and partner stakeholders
  • Provide technical support to UNICEF sections on integrated mental health and psychosocial support interventions
  • Translate technical guidance into practical operational frameworks for health, social service and community systems

Role Requirements

  • Bachelor's degree in public health, social work, psychology, child protection, social policy or a related field
  • Minimum of 8 years of progressively responsible professional experience in child protection, mental health and psychosocial support, public health emergency response or related fields
  • English and Kinyarwanda language proficiency
  • Experience supporting government systems in social services, health or emergency coordination structures

Desired Criteria

  • Experience supporting Ebola or similar public health emergency preparedness and response in Rwanda
  • Familiarity with Rwanda Biomedical Centre and National Child Development Agency systems
  • Experience working within United Nations systems, particularly UNICEF
  • Experience in capacity building, training delivery and system strengthening
  • Knowledge of community-based child protection mechanisms and mental health and psychosocial support programming
