Job Description

IOM seeks a Chief of Mission to lead its Country Office in Guinea-Bissau, setting strategy and overseeing migration programmes, resources and operations. The role represents IOM with government, UN and external partners, advances policy and resource mobilisation, and maintains accountability, security, staff safety, resilient operations and country-level protection safeguards.

Summary of Responsibilities

  • Lead IOM's mandate, strategy, strategic planning and operational excellence for the Country Office
  • Develop resource mobilisation strategies with donors, government and public-private partners
  • Direct and monitor project design, implementation and the execution of operational programmes
  • Manage operational, human resources, administrative, budgetary and financial activities
  • Represent IOM in national and international meetings, conferences and partnerships
  • Oversee staff safety, security, business continuity and risk-management arrangements
  • Lead country-level PSEA and sexual-harassment prevention strategy and safeguards

Role Requirements

  • Master's degree in Political or Social Science, International Relations, Business Administration or a related field with ten years of relevant professional experience, or university degree with twelve years
  • Significant experience in general, project and resources management
  • Significant experience in diplomacy, fundraising, public relations and liaison with governmental and diplomatic authorities and international institutions
  • Experience delivering large and diverse migration programmes in complex emergency and development settings
  • Fluency in Portuguese, oral and written
