Job Description
Supports IOM's Typhoon Sinlaku reconstruction programme by establishing market-informed voucher assistance for shelter recovery in Chuuk. The officer assesses markets and vendors, helps manage beneficiary registration and material distribution, and works with communities, government counterparts and programme teams to monitor voucher delivery, protection considerations and post-distribution results.

Summary of Responsibilities
- Support voucher interventions and start-up activities for Typhoon Sinlaku shelter reconstruction
- Conduct market and supply-chain assessments and help develop a market-informed voucher catalogue
- Vet and manage vendors in line with procurement, quality and programme standards
- Support beneficiary registration, verification and accountable targeting
- Coordinate procurement, transport, warehousing and distribution of voucher-supported construction materials
- Engage communities on voucher procedures, feedback mechanisms and resilient shelter practices
- Monitor voucher redemption, vendor performance and material delivery and propose corrective action
- Support post-distribution monitoring and prepare donor reports, updates and statistical analyses
Role Requirements
- Master's degree with two years of relevant experience, or a university degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or a related field with four years of relevant professional experience
- Fluency in English

- Experience in disaster response, recovery, reconstruction, climate adaptation, resilience-building or emergency shelter programmes

Additional Information
- Fixed-term appointment of one year with possibility of extension
- Open only to current and former IOM staff separated within the last 12 months through the structural adjustment process
- Internationally recruited professional staff are required to be mobile
- Appointment is subject to funding confirmation and medical, security, accreditation, residency or visa clearances
