Job Description
Leads operational support for cash-based interventions in Afghanistan, helping programme managers design, implement and monitor assistance in line with IOM, donor and humanitarian standards. The role coordinates cash focal points and service providers, strengthens project tools and reporting, and uses assessments and field monitoring to improve accountable delivery to affected people.

Summary of Responsibilities
- Plan and implement cash-based intervention activities with programme managers and the grants and compliance unit
- Coordinate operational, administrative and financial aspects of cash programming against IOM, donor and humanitarian standards
- Integrate protection and accountability considerations into cash interventions
- Assess transfer mechanisms, financial service providers, needs and markets to select suitable cash modalities
- Develop standard operating procedures and technical guidance for cash delivery
- Guide sectoral focal points and build field assistants’ capacity for cash activities
- Monitor, evaluate and correct implementation issues across cash interventions
- Prepare proposals, reports, briefing notes and statistical materials and coordinate with authorities and partners
Role Requirements
- University degree in economics, social sciences, political science, humanitarian studies, business administration or a related field with five years of relevant professional experience, or completed high school with seven years of relevant professional experience
- Experience in cash programming in humanitarian contexts, including emergency and conflict environments
- Experience liaising with government authorities, institutions, UN agencies and non-governmental organizations
- Experience in project management
- Strong experience with databases, assessment tools and reporting
- Fluency in English
Desired Criteria
- Prior experience with international humanitarian organizations, non-governmental or government institutions in a multicultural setting
- Training in Sphere standards or humanitarian response

- Regular duty travel is required to monitor project implementation and guide field teams
- Appointment is subject to funding confirmation
