Overview

Coordinates implementation, assurance, financial oversight and governance for WHO’s multi-country and South Africa Pandemic Fund grants. The consultant manages partner performance, compliance reviews, contracts, payments, risk actions and consolidated reporting across technical and government stakeholders.

Responsibilities

  • Coordinate implementation of multi-country and single-country Pandemic Fund grants
  • Keep activities, budgets and deliverables aligned with approved proposals and donor requirements
  • Lead partner-capacity assessments, quality reviews, spot checks and corrective-action follow-up
  • Establish quality-assurance frameworks and strengthen grant risk controls
  • Oversee grant agreements, work orders, purchase orders and related contract documentation
  • Validate partner technical and financial reports before payment processing
  • Monitor disbursements, budget variances, fund utilization and financial risks
  • Maintain grant reporting calendars, performance dashboards and governance packages

Requirements

  • Advanced university degree in public health, health-systems management, project management, business administration, finance, health economics, epidemiology, international development or a related field
  • At least seven years of progressively responsible experience in project management, programme coordination, grant management, public-health programme implementation or related work
  • Experience managing donor-funded programmes and coordinating multiple stakeholders
  • Experience in monitoring and evaluation, compliance oversight, financial management and reporting
  • Excellent written and spoken English
