Consultant – GC8 Funding Request Development Lead

Leads the integrated Global Fund GC8 Middle East Response funding request for HIV, tuberculosis, malaria and resilient health systems, coordinating six-country priorities, budgets, procurement, performance frameworks and stakeholder dialogue into a submission-ready package.

Department: EM/HPD Health Promotion, Disease Prevention & Control

• Lead development and coordination of the integrated MER GC8 funding request
• Facilitate inclusive country dialogue and multi-country stakeholder consultations
• Consolidate six-country HIV, tuberculosis, malaria and health-systems priorities into the application
• Develop the Prioritized Above Allocation Request and Unfunded Quality Demand pipeline
• Prepare health-product quantification, procurement and supply-chain documentation
• Build detailed budgets, performance frameworks and implementation arrangements
• Ensure compliance with Global Fund guidance, review requirements and submission deadlines
• Finalise the complete package after technical, partner and Global Fund feedback

• Master’s degree in public health, epidemiology, health systems, international health, health policy or another relevant health discipline
• At least ten years of progressively responsible experience in public health, health systems strengthening, integrated service delivery, disease programmes or universal health coverage
• Experience developing Global Fund funding requests, grant proposals, strategic plans, programme reviews or investment cases
• Experience in HIV, tuberculosis, malaria and resilient health-systems programming
• Expert written and spoken English

• Fifty working days between 15 October 2026 and 30 April 2027
• Work is primarily remote with travel when required
• Medical fitness certification is required for appointment and travel
