Job Description
This home-based international consultancy prepares the planetGOLD Programme Phase 4 Framework Document for submission to the Global Environment Facility. The consultant coordinates country and partner inputs, defines programme design and barriers to mercury reduction in artisanal gold mining, and drafts framework, annex and grant-request materials to UNEP and GEF standards.

Summary of Responsibilities
- Coordinate and analyse reports, information and data from country focal points, institutions and technical partners
- Develop baseline scenarios and barriers to mercury reduction in artisanal and small-scale gold mining
- Develop programme objectives, components, outcomes, outputs, child projects and Theory of Change
- Support decisions on budgeting, co-financing and implementation arrangements
- Draft the Programme Framework Document and associated annexes according to UNEP and GEF requirements
- Address UNEP internal-review and GEF-review comments
- Support Project Preparation Grant requests, work planning, stakeholder engagement and country consultations
Role Requirements
- Advanced degree in environmental sciences or a related field, or a first-level degree with two additional qualifying years
- At least 7 years of international project or programme management and preparation experience
- Working knowledge of donor-funded project and programme development and supervision
- Fluent English with good drafting and writing skills
Desired Criteria
- Experience preparing GEF or UNEP project or programme documents
- Experience with environmental, chemicals, mercury or artisanal and small-scale gold-mining programmes
