Job Description

Leads delivery of Ukraine’s UNITE emergency medical teams initiative as WHO’s technical focal point. The officer coordinates WHO, government, consortium and donor partners; manages project plans, budgets and reporting; develops EMT systems and validation tools; supports digital coordination solutions; and strengthens emergency preparedness, quality assurance and national operational readiness.

Summary of Responsibilities

  • Lead implementation and day-to-day management of the UNITE/KAPP Project in Ukraine
  • Act as the focal point between WHO offices, the Center for Disaster Medicine, consortium partners, donors and national authorities
  • Coordinate consortium and technical-expert contributions to project activities
  • Develop the National EMT Action Plan, validation framework, operating procedures and governance arrangements
  • Facilitate pilot EMT validation visits and analyse assessment results
  • Coordinate emergency preparedness with health, civil-protection and other national stakeholders
  • Support digital KIMEP modules and local user-acceptance testing
  • Monitor progress, implementation risks and operational bottlenecks and coordinate corrective actions

Role Requirements

  • Bachelor-level degree in public health, health or disaster or emergency management, health systems, social sciences, international relations, management or a related field
  • At least two years of relevant professional experience in health, public-health or health-emergency programmes or projects
  • Experience coordinating multiple stakeholders and partners and managing workplans, budgets, monitoring and reporting
  • Professional experience in the WHO European Region, including Ukraine
  • Expert knowledge of English and Ukrainian
  • Applicants must be nationals of the country where the duty station is located

Desired Criteria

  • Advanced degree or certified training in project management or health emergency management
  • Experience supporting Emergency Medical Team systems or the WHO EMT model
  • Experience with WHO, the United Nations or international development organisations
  • Experience in health emergency preparedness, civil protection or disaster risk management
  • Experience coordinating donor-funded or multi-partner projects
