Job Description
Coordinates WFP Zambia's El Niño preparedness and response, joining evidence, programme decisions, supply chain and field delivery. The consultant leads the CONOPS, integrated response planning and Emergency Task Force; translates analysis into targeting and transfer decisions; and provides management with clear priorities, risk tracking, decision briefs and operational follow-through.

Summary of Responsibilities
- Coordinate the Country Office's El Niño preparedness and response architecture
- Lead and operationalise the El Niño CONOPS and integrated response plan
- Chair the Emergency El Niño Task Force and drive cross-functional follow-up
- Translate food-security analysis into targeting, transfer and response-scale decisions
- Coordinate programme, supply chain and logistics readiness for emergency delivery
- Support government, inter-agency, partner and donor engagement
- Maintain integrated resource, funding, pipeline and operational-readiness tracking
- Provide decision briefs, dashboards and operational updates for senior management
Role Requirements
- Advanced university degree in international affairs, development studies, humanitarian affairs, economics, food security, logistics or supply chain management, disaster risk management or a related field, or a first degree with substantial additional relevant experience
- At least ten years of progressively responsible experience in humanitarian and emergency operations
- Fluency in English
Desired Criteria
- Experience coordinating large-scale humanitarian or emergency operations
- Experience developing and operationalising CONOPS or contingency plans
- Drought or climate-related emergency experience in Africa
- Previous WFP emergency experience
