Job Description

Analyses federal and provincial sexual and reproductive health budgets and costs the climate-resilient upgrading of maternal healthcare facilities in Nepal. The consultancy identifies financing gaps, develops practical investment packages and unit costs, and produces reports and costing briefs that help national, provincial and municipal authorities strengthen planning, budgeting and resource mobilization.

Summary of Responsibilities

  • Review federal and provincial health policies, plans, budgets and expenditure reports
  • Identify and quantify sexual and reproductive health budget allocations and expenditure
  • Analyse financing gaps at federal level and across three provinces
  • Assess gaps in sexual and reproductive health financing within social schemes
  • Present budget findings and facilitate discussions with government counterparts
  • Produce a budget analysis report and supporting briefs
  • Review Bills of Quantities and inspection reports for refurbished health facilities
  • Validate costs and develop investment packages and costing briefs for climate-resilient upgrades

Role Requirements

  • Advanced degree in health economics, public health, medicine or a related field
  • At least two years of relevant experience in costing, economic analysis, programme evaluation, health systems strengthening, maternal and newborn health or climate-resilience programming
  • Demonstrated experience conducting health-sector budget analysis
  • Experience with quantitative and qualitative research methods
  • Familiarity with Nepal's health system, maternal-health programming and local governance structures
  • Excellent written and spoken English and Nepali

Desired Criteria

  • Experience analysing Bills of Quantities and civil-works costs
  • Knowledge of UNFPA mandates and sexual and reproductive health programming
  • Experience evaluating healthcare renovation, retrofitting, refurbishment or civil-works programmes
