Senior Urban Programme Development SpecialistNew

This home-based UN-Habitat consultancy develops urban programmes and funding proposals for West Africa and the Sahel. The specialist will prepare multi-country concept notes, advise country teams, support EU-funded work in Burkina Faso and Mali, link proposals to headquarters expertise, guide project-review processes and undertake scoping missions to refine project designs.

• Develop at least two sub-regional or multi-country concept notes and project proposals with funding sources and development negotiations
• Provide senior technical advice on project development to at least four country programmes
• Provide expertise for EU-funded projects in Burkina Faso and Mali on participatory planning, social cohesion, land management, housing and basic services
• Link proposal development with tools and knowledge held by UN-Habitat thematic sections
• Support project acquisition through the Project Review Committee mechanism
• Undertake scoping or support missions to refine project-proposal formulation

• Advanced university degree in urban planning, urban management, architecture, engineering or international cooperation
• A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree
• Minimum seven years of relevant professional experience in human settlements, urban planning, urban development, urban management, architecture, engineering or international cooperation
• Fluency in oral and written English
