Senior Procurement Specialist

Provides senior fiduciary and operational procurement support for the World Bank's Angola portfolio and São Tomé and Príncipe assignment. The role helps borrowers improve value for money, procurement planning and reforms, while leading complex advice, capacity building and implementation support that strengthens public procurement systems and development outcomes.

• Provide fiduciary procurement advice and policy dialogue to strengthen client procurement systems
• Help borrowers achieve value for money in public procurement and improve development outcomes
• Conduct market research and early engagement to define procurement strategies and plans
• Prepare OPRC case reports and conduct initial case reviews
• Support missions and practical responses to complex procurement policy and operational issues
• Prepare or comment on operational directives, policy papers and complex reports
• Develop training modules and lead capacity-building activities on procurement topics
• Lead procurement reforms, including e-procurement implementation with regulatory bodies

• Master's degree in business administration, engineering, commerce, law, procurement or a relevant field
• At least 8 years of direct public-procurement experience on donor- or MDB-financed projects
• Knowledge of international procurement concepts, principles and public procurement systems
• Excellent command of English and Portuguese
• Experience working in at least two countries as a consultant or staff member with a development organization
