Senior Procurement Specialist (Category Head - HR and Professional Services)

Leads category strategy and strategic sourcing for human-resources and professional services within the World Bank Group’s Corporate Procurement Department. The Category Head manages a global team, oversees complex sourcing and supplier agreements, develops governance and value approaches, and advises senior stakeholders on commercial risk, procurement priorities and client needs.

• Develop and oversee HR and professional-services category strategies
• Identify opportunities for cost optimisation and value creation
• Lead category reviews and strategic planning
• Lead and develop category managers and procurement professionals
• Oversee complex sourcing initiatives
• Review sourcing strategies, solicitation documents and evaluation methods
• Support negotiations for major contracts and supplier agreements
• Advise senior stakeholders on procurement strategy and commercial matters

• Master’s degree in Supply Management, Finance Management, Marketing, Human Resources, Operations, Applied Economics or a related field with at least eight years of relevant experience
• Experience in HR and professional-services category management and complex procurement sourcing
• Experience leading high-performing procurement teams
• Ability to advise senior stakeholders on sourcing and commercial matters
• Project-management experience across related projects
• Superior English communication skills
