Senior Planning, Monitoring & Evaluation and Reporting Officer

The UNFPA volunteer will lead results planning, monitoring, evaluation and reporting for Angola's Maternal and Newborn Health Fund and wider Country Programme. Based in Luanda, the role develops results frameworks and evaluation plans, analyses programme evidence, supports reviews and field monitoring, produces donor and management reports, and strengthens results-based management with partners.

• Guide planning of Maternal and Newborn Health Fund allocations and results frameworks
• Develop and quality-control annual and multiyear results plans and monitoring frameworks
• Support programme reviews, field monitoring, data-quality checks and HACT assurance activities
• Compile and analyse quantitative and qualitative evidence for donor, management and corporate reporting
• Develop narrative and data reports for the Maternal and Newborn Health Fund
• Support evaluation planning, quality assurance, dissemination and use of evaluation findings
• Strengthen results-based management and partner capacity through evidence, lessons and knowledge management

• At least 7 years of relevant national or international experience in monitoring, reporting and evaluation
• Experience designing and implementing comprehensive monitoring systems
• Bachelor's-level education or higher in a relevant social-science discipline
• Strong knowledge of programme formulation, implementation and results-based management
• Strong analytical and report-writing skills in Portuguese and English
• Excellent computer and information-systems skills

• Experience with maternal and newborn health, sexual and reproductive health and rights, gender-based violence or social protection
• Experience in the United Nations, UNFPA or another multilateral organisation
• Experience managing project or programme evaluations using mixed methods
• Health-related educational background
