Job Description

UNRWA seeks a Senior Investigator to conduct and coordinate impartial investigations into alleged misconduct across the Agency. The role assesses complaints and evidence, interviews parties, reports findings, recommends corrective controls, supports field-office investigations and strengthens investigative policy, training and quality assurance while travelling within UNRWA's area of operations.

Summary of Responsibilities

  • Conduct or coordinate impartial investigations into violations of Agency rules, fraud, corruption, neutrality breaches and other misconduct
  • Assess complaints and allegations, develop investigation plans and evaluate the relevance and reliability of information
  • Interview staff and involved parties and obtain documentary and electronic evidence
  • Prepare investigation reports, briefs and recommendations for corrective action and improved controls
  • Support field-office investigations and advise directors on terms of reference and investigation plans
  • Develop investigative policy, procedures, lessons learned and investigator training

Role Requirements

  • Advanced degree in law or a related field, with a first-level degree plus additional qualifying experience accepted in lieu
  • Certified Fraud Examiner qualification or formal investigation training
  • At least seven years of progressively responsible experience applying recognized investigation techniques in criminal or administrative inquiries
  • At least two continuous years of relevant international experience outside UNRWA and outside the candidate's country or countries of citizenship, unless already an international UN Common System staff member
  • English proficiency at UN Level III
