Chief of Finance

Leads the Microfinance Department's Finance Division, directing financial policy, accounting, treasury, projections and liquidity planning. The role safeguards assets and manages financial risk, capital and revolving loan funds, while producing financial statements and advising senior management, donors, regulators and other stakeholders on the department's financial position.

• Standardize financial, accounting and treasury policies and procedures in line with IFRS, IAS and UNRWA technical instructions
• Update the Financial Technical Instructions and Financial Manual to reflect annual IFRS and IAS adjustments
• Oversee financial projections, cash balances, cash flows, liquidity and operational funding requirements
• Advise senior management, donors, UN agencies and regulatory parties on the department's financial matters
• Manage finance and accounts staff at headquarters and field offices, including capacity development and training
• Lead capital, asset registry, resource allocation and donated and revolving loan fund management
• Manage the department's financial risk profile and mitigate financial liabilities to safeguard assets
• Produce annual, quarterly and ad hoc financial statements and address internal and external audit findings

• Advanced university degree in business, finance, accounts or management
• Training in microfinance management
• At least 10 years of finance management, supervision, administration and development experience in a microfinance or financial institution
• Five years of experience at senior level in a large governmental or international organization
• Experience applying IAS, IFRS and CGAP standards and regulations
• Experience analysing portfolio quality and developing credit policy initiatives
• Excellent written and spoken English and Arabic
• Residence within commuting distance of the West Bank duty station with authorization to work there at application
