Investigator (Multiple positions, Multiple duty stations)

Conducts investigations for WHO’s Office of Internal Oversight Services into misconduct, fraud and other allegations involving personnel and third parties. The role plans and conducts interviews and evidence reviews, produces defensible findings and recommendations, and contributes to fraud-risk assessments and the strengthening of the Organization’s controls and investigative function.

• Plan, conduct and report investigations in line with professional standards, IOS procedures and ILOAT jurisprudence
• Assess complaints and allegations, develop investigation plans, gather and analyse evidence, and interview involved parties
• Liaise with local officials, partners and third parties to facilitate investigative work
• Prepare investigation reports, case-closure memoranda and briefings with findings and remedial or disciplinary recommendations
• Develop recommendations for corrective action and stronger WHO systems and controls
• Prepare proactive fraud-risk assessments and fraud profiles for the Organization

• First-level university degree in law, public administration or a related field
• At least five years of professional experience in investigations, including three years in public-sector investigations
• Direct responsibility for investigations of financial misconduct, abusive conduct and sexual misconduct
• Expert knowledge of English

• Advanced university degree in law, public administration or a related field
• Experience using IT forensic tools and approaches
• Formal professional training in investigation-related areas
• Intermediate French
• Intermediate knowledge of another WHO language
