
Senior Advisor (Counter-Terrorism)
Job Description
Builds a roster of senior counter-terrorism experts to advise UNOPS and the UN Office of Counter-Terrorism on strengthening national law-enforcement capacity. The advisor assesses operational gaps, designs technical assistance and training, and supports authorities to improve counter-terrorism policies, coordination and rights-based responses through short-term assignments and possible deployments.

Summary of Responsibilities
- Assess national law-enforcement counter-terrorism capacities and operational gaps
- Design and oversee technical assistance and capacity-building for counter-terrorism entities
- Advise senior law-enforcement officials on organisational modernization and operational practices
- Support development of counter-terrorism policies, standard operating procedures and incident-response guidance
- Deliver advanced training and mentoring to senior officers and specialised units
- Integrate human rights, accountability and gender-sensitive approaches into supported activities
- Prepare substantive analyses, presentations, training materials and reports
Role Requirements
- Master's degree in security studies, international relations, public administration or a related field with ten years of relevant experience, or a bachelor's degree with twelve years
- Graduation from a police or gendarmerie senior staff college
- Senior command experience in an operational law-enforcement role supporting national counter-terrorism efforts
- At least five years of counter-terrorism experience
- Experience building operational law-enforcement capacity while applying international law, human rights standards and ethical guidelines
- Fluency in English
- Fluency in Arabic

- International experience with law-enforcement or security organisations
- Experience designing technical assistance for senior law-enforcement officials
- Experience in multilateral or regional organisations
- Experience with law-enforcement organisations in Africa
- Experience in post-conflict or complex settings
