Operations Specialist

Leads operational support for UNMAS mine-action activities in Sudan from a home-based assignment. The specialist plans and monitors clearance and risk education, manages contractors and grants, assures technical standards and data quality, analyses explosive threats, leads personnel and embeds inclusion and safeguarding.

Department: Peace and Security Cluster - Sudan

• Develop mine-action workplans, concepts of operations and resource requirements
• Integrate clearance, risk education, victim assistance, advocacy and stockpile-destruction needs
• Ensure compliance with UNOPS, IMAS, IATG and national standards
• Oversee contractors, grantees, accreditation, task orders and performance
• Assess explosive-ordnance threats and advise on mitigation and movement planning
• Verify operational reports, contract conditions and payment evidence
• Maintain quality and information-management systems
• Advise leadership on operational, technical, gender and safeguarding risks
• Manage stakeholder relationships and lead multicultural operations personnel
• Maintain operational records and introduce improved practices and technology

• Master’s degree with five years of relevant experience, bachelor’s degree with seven years, or high-school qualification with military or police experience and eleven years
• At least five years of relevant project-management experience in military, humanitarian, conflict, post-conflict or development contexts
• At least three years of recent explosive-hazard management experience
• Experience applying IMAS or IATG standards
• IMSMA or comparable mine-action information-system experience
• EOD Level 3 certification
• Fluent English

• Home-based UNOPS local individual contractor assignment with possible future relocation to a field office
• The role supports the UNMAS Sudan programme
• Published duration is 12 months
• EOD Level 3 certification must be submitted with the application
