Job Description
Leads the Secretariat to the International Narcotics Control Board in advancing the Board’s mandate under international drug-control treaties. The role directs the Secretariat’s substantive programme, supports Board decisions and diplomatic engagement with governments, and ensures authoritative reporting, oversight and coordination across United Nations and intergovernmental partners.

Summary of Responsibilities
- Support the Board in developing activities that carry out its mandate under international drug-control treaties
- Implement Board decisions and coordinate their execution between Board sessions
- Negotiate for the Board and maintain relations with governments
- Advise governments on treaty implementation and evaluate compliance with treaty obligations
- Direct the Secretariat’s substantive work programme and oversee timely delivery of its activities
- Oversee reports for intergovernmental bodies and ensure outputs meet quality standards
- Manage budgets, programme performance, recruitment and staff development
- Represent the Secretariat at international, regional and national meetings
Role Requirements
- Advanced degree in business or public administration, law, social sciences, medicine, health sciences or a related area; a first-level degree with two additional years of qualifying experience may be accepted
- At least 15 years of progressively responsible professional experience in law, criminal justice, medicine, health sciences, administration or a related field
- Experience in national and international drug control
- Strong leadership managing teams and relevant technical work areas
- Experience managing intergovernmental processes and servicing intergovernmental bodies
- English
Desired Criteria
- Experience liaising with United Nations Member States and independent expert bodies
- Experience in data analytics or a related area
