Job Description

Oversees financial, budgetary, human-resources and administrative functions for IOM’s Chuuk Sub-Office, providing resources-management support to staff and project managers. The officer manages cash, controls and reporting, coordinates procurement and logistics, advises management on budget compliance, and strengthens systems that safeguard organisational assets and donor-funded activities.

Summary of Responsibilities

  • Oversee financial management, expenditure accountability and financial analysis for Sub-Office activities
  • Manage treasury cash-flow forecasts and control funds in accordance with donor agreements
  • Prepare programme and budget reports and review monthly accounts
  • Analyse project budgets, expenditure variances and funding availability to prevent deficits
  • Support project managers with financial, administrative and human-resources compliance
  • Maintain internal controls that safeguard assets, cash and fraud prevention
  • Manage human-resources recommendations and personnel administration
  • Oversee procurement, logistics, fleet, premises and support services

Role Requirements

  • Master’s degree in Finance, Accounting, Business Administration, Management or a related field with five years of relevant experience, or Bachelor’s degree in those fields with seven years
  • Experience in financial and human-resources management at the international level
  • Field experience coordinating with international institutions and coordination bodies
  • Fluent spoken and written English

Desired Criteria

  • Professional certification as CA, CPA, CIMA or ACCA
  • Experience managing financial processes for donor-funded projects, including United States Department of State projects
  • Working knowledge of Arabic, Chinese, French, Russian or Spanish
