Job Description
Manages financial oversight of the South Sudan Humanitarian Fund within OCHA’s Crisis Response Division. The role reviews grants, budgets, partner reports and disbursements; leads compliance checks and audits; maintains cash-flow and allocation analysis; and provides financial advice and reporting that support accountable pooled-fund operations and timely humanitarian financing decisions.

Summary of Responsibilities
- Verify implementing-partner financial documentation
- Coordinate partner audits and financial spot-checks for compliance with United Nations Financial Regulations and Rules
- Review grant agreements, supporting documents and project budgets for accuracy and compliance
- Advise on budget amendments and no-cost extension requests
- Review financial reports, disbursements and cash-flow records for the Fund
- Lead audit follow-up and clearance of critical audit findings
- Analyse pooled-fund finances to inform allocations and reporting
- Prepare financial analysis, annual-report inputs and donor-compliant financial reports
Role Requirements
- Advanced university degree in business administration, finance or a related field, or a first-level degree with two additional years of qualifying experience
- At least five years of progressively responsible experience in finance, administration, budget, business administration or a related area
- English is required
- Only applicants already placed on pre-approved rosters with similar functions at the same level are eligible
Desired Criteria
- Humanitarian field experience in emergency situations
- Experience in a humanitarian context within the United Nations common system or a comparable international organisation
- Experience in Country-Based Pooled Funds
- Experience in Eastern and Southern Africa
