Job Description
Leads risk-management and compliance support for the Democratic Republic of Congo Humanitarian Fund, combining analysis of humanitarian developments with monitoring, policy advice and partner coordination. The role strengthens assurance mechanisms, audit follow-up and evidence-based funding decisions across country-based pooled-fund operations, technical reviews and risk-management training.

Summary of Responsibilities
- Monitor and report on humanitarian developments and emergencies affecting the Democratic Republic of Congo Humanitarian Fund
- Prepare studies and follow-up actions on humanitarian issues, audits and evaluations of country-based pooled funds
- Provide risk-management training, technical assistance and in-depth reviews
- Draft reports, policy guidelines, briefings and communications on pooled-fund risk management and compliance
- Serve as focal point for fund monitoring and compliance, maintaining reporting mechanisms under global guidelines
- Advise the fund manager on risk and compliance policy issues
- Coordinate consultations with UN agencies, government officials, NGOs, diplomatic missions and other partners
Role Requirements
- Advanced university degree in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field, or a first-level degree with two additional years of qualifying experience
- At least five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis or emergency relief management, rehabilitation, development or a related area
- Experience in risk management and compliance
- English and French at UN Level III
- Applicants must already be on a pre-approved roster with similar functions at the same level
Desired Criteria
- Humanitarian field experience in emergency situations
- Experience within the UN Common System or another international organization
- Experience in the West and Central Africa region
