Job Description

OCHA seeks a Humanitarian Affairs Officer and Pooled Fund Manager in Aden to manage Yemen Humanitarian Fund. Reporting to the Head of the Humanitarian Financing Unit, the officer will oversee partner eligibility and compliance, administer fund allocations, monitor projects and reporting, analyse financing trends, and support risk management, donor coordination and stakeholder capacity building.

Summary of Responsibilities

  • Support and advise the Humanitarian Coordinator on management of the Yemen Humanitarian Fund, including priorities, critical needs and partner eligibility
  • Oversee implementing-partner eligibility, financial compliance and adherence to global CBPF standards
  • Manage fund-allocation processes and coordinate with review boards, sector leads, humanitarian organisations and OCHA
  • Liaise with NGOs, UN partners, clusters and OCHA field offices on project and fund progress
  • Ensure compliance with monitoring and reporting requirements and coordinate responses to audits and evaluations
  • Research, analyse and present humanitarian-financing trends and requirements from diverse sources
  • Liaise with donors and stakeholders to promote coordinated and complementary use of funds

Role Requirements

  • Advanced university degree in political science, social science, international studies, public administration, economics, engineering, earth sciences or a related field
  • A first-level university degree may be accepted with two additional years of qualifying experience
  • At least five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis or emergency relief management, project management, budget management or a related area
  • Experience in compliance and risk management
  • English is required

Desired Criteria

  • Humanitarian field experience in emergency settings is desirable
  • Experience in project management or supervision is desirable
  • Experience designing policies and guidelines for humanitarian assistance is desirable
  • Arabic is desirable
