Job Description

Supports OCHA's humanitarian civil-military coordination and access work in north-east Nigeria. The analyst liaises with military and security forces, humanitarian agencies and local actors to safeguard humanitarian space and coordinate safe relief access. The role contributes analysis, mapping, briefings, training and cargo-movement coordination in a complex crisis environment.

Summary of Responsibilities

  • Liaise with the Nigerian Armed Forces and other security forces to support humanitarian access and convoy negotiations
  • Contribute to humanitarian civil-military and security mapping with the Area Security Management Team and UNDSS
  • Assess the civil-military and security environment to support HCMCoord strategy and action planning
  • Disseminate and promote humanitarian civil-military coordination guidelines among humanitarian, military, police and local actors
  • Maintain a coordination network with United Nations agencies, INGOs and NGO civil-military focal points
  • Support sub-national clusters and humanitarian organisations to request appropriate military support for relief activities
  • Maintain communication mechanisms with military forces to resolve operational issues and exchange information
  • Support management briefings, training-needs identification and cargo-notification coordination

Role Requirements

  • Advanced university degree in Social Science, International Relations, Political Science, Law or a related field, or a first-level university degree in those fields with two additional years of qualifying experience
  • At least two years of professional experience in humanitarian civil-military coordination and security for applicants with a Bachelor's degree
  • Fluency in oral and written English
  • Nigerian nationality

Desired Criteria

  • Exposure to the Nigerian Armed Forces
  • Experience using Office suite applications
  • Experience with Nigeria's social, political and economic conditions
  • Experience facilitating meetings and reporting
  • Knowledge of a local language spoken in north-east Nigeria
