Job Description

Leads strategy and coordination for OCHA Afghanistan, advising on humanitarian policy, emergency response and protection of humanitarian principles. The role directs analysis, country programming and inter-agency collaboration, mobilising partners and resources while translating field evidence into policy, preparedness and coordinated assistance for crisis-affected populations.

Summary of Responsibilities

  • Advise on humanitarian policy, principles and effective delivery of humanitarian assistance
  • Monitor and analyse humanitarian developments and emergency situations, maintaining early-warning information
  • Lead complex emergency projects, disaster assessments and international assistance coordination
  • Prepare appeals, situation reports, policy papers and recommendations for humanitarian action
  • Build partner coordination mechanisms with governments, UN agencies, NGOs, donors and diplomatic missions
  • Develop technical-cooperation projects, provide field support and clear reports for governments
  • Lead team members and contribute to unit planning, budgets and work programmes

Role Requirements

  • Advanced university degree in political science, social science, public administration, international studies, economics, engineering, earth sciences or a related field, or a first-level degree with two additional qualifying years
  • At least seven years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis or emergency relief management, rehabilitation, development or a related area
  • Direct field experience in the humanitarian programme cycle, including monitoring and reporting
  • Experience in emergency-response preparedness
  • Humanitarian field experience in emergency situations
  • English at UN Level III

Desired Criteria

  • Humanitarian experience in a UN Common System or comparable international organization
  • Experience in Asia and the Pacific region

  • Temporary appointment is available until 9 August 2027 and remains contingent on funding, mandate extension and the regular incumbent’s return
