Job Description

Serves as OCHA Afghanistan Deputy Head of Office in Kabul, directing coordination, communications, humanitarian financing and information management. The officer provides policy advice, leads multi-agency emergency response and capacity-building work, manages strategies and appeals, liaises with government and partners, and leads coordination, communications and information-management staff.

Summary of Responsibilities

  • Act as Deputy Head of Office for OCHA Afghanistan
  • Provide technical and policy advice on humanitarian response
  • Develop and implement coherent humanitarian response strategies
  • Lead multi-agency disaster assessment and emergency-assistance missions
  • Manage appeals, donor contributions and capacity-building initiatives

Role Requirements

  • Minimum 10 years of progressively responsible humanitarian-affairs or emergency-management experience
  • Five years of relevant international-level experience
  • Senior-management experience in humanitarian operations and coordination
  • Experience with IASC policies and processes
  • English is required

Desired Criteria

  • Knowledge of another official United Nations language or a local language
  • Relevant country-level experience in development, fragile and humanitarian contexts
