Job Description
The consultant will design, deploy, test and transition a RapidPro-based emergency education data-collection system in Ethiopia. The assignment integrates the platform with government education systems, establishes secure infrastructure and data governance, supports pilots and rollout, and builds national and subnational capacity so the Ministry of Education can sustain reliable digital data collection and communication.

Summary of Responsibilities
- Design a RapidPro-based emergency education data-collection system
- Define data flows and data-governance arrangements
- Prepare infrastructure and deploy RapidPro with ministry ICT teams
- Configure questionnaires, automated messaging, response logic and validation rules
- Integrate RapidPro with EMIS, analysis tools and SMS gateways
- Support pilot testing, refinement, rollout and operational monitoring
- Build capacity and support transition to government ownership
Role Requirements
- Advanced university degree in a listed technical field, or a bachelor's degree with additional relevant experience
- At least five years of experience in digital data-collection systems, information management or ICT4D
- Fluency in English
- Hands-on experience with RapidPro or similar SMS and USSD platforms and SMS gateways
- Linux system-administration certification or strong Linux experience
- Experience deploying Django, Python, PostgreSQL, Docker or AWS-based systems
Desired Criteria
- Experience in management or ICT4D in humanitarian or emergency contexts
- Experience with government institutions, UN agencies, NGOs or international organisations in education
- Experience with Microsoft Power BI and Microsoft Excel
- Knowledge of data protection, privacy and accountability standards
- Experience delivering training and technical documentation
- Ability to translate technical concepts for non-technical stakeholders
