Job Description

Develops a national public-private partnership framework and coordination mechanism for mental health and psychosocial support in Nepal. The consultancy maps private-sector capabilities, prioritizes feasible partnership models, establishes a technical working group and guides pilot design so public and private providers can improve equitable access, service quality, innovation and long-term government ownership.

Summary of Responsibilities

  • Map public, private and non-traditional actors involved in mental health and psychosocial support
  • Assess partnership opportunities, comparative advantages and engagement challenges
  • Prioritize feasible partnership models for sustainable and equitable implementation
  • Draft and finalize a national public-private partnership conceptual framework
  • Develop an implementation roadmap, sustainability measures and transition plan
  • Organize national stakeholder consultation and secure institutional feedback
  • Establish the technical working group and develop its terms, membership criteria and work plan
  • Guide partner institutions in planning and designing pilot partnership models

Role Requirements

  • Advanced degree in public health, health economics, public policy, political science, social sciences or a related field
  • At least five years of experience in health systems strengthening, private-sector engagement, public-health policy or public-private partnership development in Nepal
  • Demonstrated experience facilitating multi-stakeholder consultations and technical working groups in health or mental-health contexts
  • Strong knowledge of Nepal's health-governance structure and private-sector role in health-service delivery
  • Fluency in Nepali and English

Desired Criteria

  • Specialized training in mental-health policy, health financing or public-private partnership frameworks
  • Knowledge of Nepal's mental-health and psychosocial-support landscape and private-sector actors
  • Experience working with or supporting UN agencies or international organizations
