Job Description
Leads delivery of Ethiopia’s Early Warnings for All project, which strengthens risk knowledge, forecasting, preparedness and early action. The project manager directs the national management unit, coordinates government and technical partners, manages plans, budgets and safeguards, and oversees monitoring, reporting and community engagement so early-warning systems produce timely, inclusive and resilient outcomes.

Summary of Responsibilities
- Lead the project management unit and deliver EW4ALL outputs and results
- Coordinate responsible parties, pillar leads, government agencies and community stakeholders
- Develop annual workplans and monitor targets, budgets and compliance
- Oversee procurement specifications and contractor performance
- Monitor implementation risks and develop mitigation measures
- Ensure environmental, social and gender safeguards are applied
- Oversee monitoring, evaluation, financial reporting and audit follow-up
- Lead knowledge sharing, capacity building and communication on project outcomes
Role Requirements
- Advanced degree in disaster risk management, climate science, development studies, environmental management, meteorology or a related field, or a first-level degree with additional qualifying experience
- At least two years of project development, management and coordination experience related to early warning, climate change, disaster risk reduction, meteorology, atmospheric science or related fields
- Experience using computers, Microsoft Office software and web-based management systems, with advanced spreadsheet and database knowledge
- Technical knowledge of early-warning systems, risk knowledge, preparedness or weather forecasting and monitoring
- Ability to administer budgets, lead teams, train counterpart staff and work effectively with project teams
- Strong writing, presentation and reporting skills
- Fluency in English and Amharic or Tigrinya
Desired Criteria
- Experience managing complex multi-stakeholder projects
- Knowledge of Ethiopia’s multi-hazard early-warning and early-action roadmap
- Familiarity with GCF or comparable donor-funded projects
- Experience working with United Nations agencies, international NGOs or donor-funded projects
- Experience in procurement, logistics, contract management and stakeholder coordination
