Job Description
Leads delivery of UNDP’s RACA project supporting Albania’s implementation of EU environment and climate acquis under Chapter 27. The role manages project plans, budgets, procurement and staff, coordinates government and development partners, mobilises technical expertise and financing, and strengthens institutional capacity for transparent, sustainable environmental reform.

Summary of Responsibilities
- Lead day-to-day project delivery and supervise personnel, consultants, stakeholders and state institutions
- Prepare action plans, annual workplans, monitoring indicators and progress reports
- Manage project budgets, governmental cost contributions and procurement documentation
- Coordinate with government counterparts, donors, investors and environmental initiatives
- Advise the Environment Programme Specialist on adapting actions to changing requirements
- Capture lessons learned and develop knowledge products and platforms for project partners
Role Requirements
- Advanced university degree in Natural Sciences, Environment, Engineering or a related field, or a bachelor’s degree in those fields with two additional years of qualifying experience
- At least two years of progressive experience with a master’s degree, or four years with a bachelor’s degree, in environmental, climate, natural-resources or sub-grant management projects
- Experience and knowledge of environmental, climate and natural-resources issues in Albania
- Proficiency with office software, spreadsheet and database packages and web-based management systems
- Fluency in English and Albanian
- Eligible under UNDP’s Tier 1 or 2 application process
Desired Criteria
- Affiliation with professional international organisations
- Knowledge of multilateral environmental and climate agreements supporting EU Chapter 27 compliance
- Experience managing UNDP or development projects
- Experience in national and local environmental, climate, forestry or natural-resources work
- Experience liaising with government, civil society, academia and private-sector actors
