Job Description
Supports delivery of the MERCIM+ climate-resilience programme by coordinating implementation, advising government partners and strengthening local planning and budgeting. The role monitors results and finances, develops climate-risk information, builds institutional capacity, manages donor reporting and partnerships, and shares evidence to improve resilient public investment.

Summary of Responsibilities
- Coordinate day-to-day implementation of MERCIM+ activities in line with UNCDF rules and priorities
- Prepare technical and financial reports, donor submissions, audit inputs and evaluation support
- Advise national and local government counterparts on climate resilience, sustainability and climate finance
- Develop and pilot a local climate-risk information system covering hazards, vulnerability and exposure
- Integrate climate and environmental considerations into local development plans and public investments
- Monitor programme results, consolidate data and maintain quality in corporate and donor reporting systems
- Organise training, knowledge exchange and communication activities on climate and local governance
- Build partnerships with ministries, local authorities, donors, communities and technical stakeholders
Role Requirements
- Applicants must qualify under UNDP, UNCDF or UNV Tier 1 or Tier 2 categories
- Secondary education, or a bachelor's degree in environmental management, climate change adaptation, disaster risk reduction, political science, international development, economics, statistics, human rights, development or a related field
- Six years of relevant climate-change project implementation and monitoring experience with secondary education, or three years with a bachelor's degree
- Experience advising public bodies on planning, management and delivery of civil, agricultural, water or sanitation construction projects
- Experience developing training materials and methodologies
- Experience with Mozambique's rural context and the planning and management of public works
- Fluency in English
- Fluency in Portuguese
Desired Criteria
- Experience working with local governments and communities while addressing gender equality
- Awareness of emerging climate-change and adaptation issues
- Experience with UNCDF or another UN agency in Mozambique
- Experience in project-cycle, budget or financial management and coordination
- Cross-cultural communication and experience working in international multicultural teams
