Job Description

WFP seeks a Myanmar-national Programme Associate in Yangon to manage cooperating-partner payments, grants and cash-based transfers under Field Level Agreements. The associate creates service and purchase agreements in WINGS, processes payments and expense recognition, forecasts cash needs, keeps records, improves procedures, trains WFP and partner staff, and supports spot checks.

Summary of Responsibilities

  • Create and release service outline agreements in WINGS for signed Field Level Agreements
  • Create purchase requests and coordinate cash-to-beneficiary and competitive-service purchase orders
  • Create purchase orders for food and cash distribution agreements
  • Coordinate down payments and cash replenishment for beneficiary advances
  • Recognise expenses and process cooperating-partner distribution claims and payment requests
  • Maintain compliant Field Support Unit payment files, tracking and shared records
  • Prepare monthly and weekly cash forecasts for partner cash transfers and operational costs
  • Review and streamline payment procedures with the NGO Partnership Officer and functional units
  • Train WFP and cooperating-partner staff on Field Level Agreement payment procedures
  • Participate in spot checks, review documentation and follow improvement plans

Role Requirements

  • Completion of secondary school education
  • Six or more years of progressively responsible experience in partnership, fund and financial management
  • Fluency in spoken and written English and Burmese
  • Myanmar nationality
