Job Description
Leads UNOPS partnership and programme development for a Southern Africa portfolio, building relationships that convert country priorities into sustainable projects. The specialist analyses opportunities, develops proposals and agreements, represents the office in coordination forums, and strengthens partner engagement and knowledge sharing across Zimbabwe, Zambia and Malawi.

Summary of Responsibilities
- Develop partnership-development plans that reflect country context, delivery capacity and strategic priorities
- Assess risks and opportunities in the office's positioning and propose responses for sustainable growth
- Coordinate partnership colleagues, project managers and country-office personnel to maintain coherent partner engagement
- Monitor development and humanitarian trends to identify collaboration opportunities within the UNOPS mandate
- Prepare concept notes, project briefs, proposals, agreements and contractual documents for new initiatives
- Negotiate technical and financial requirements to advance project opportunities
- Represent the office in inter-agency, donor and government coordination meetings
- Strengthen partnership capacity through tools, templates, feedback and shared lessons
Role Requirements
- Master’s degree in Business Administration, Public Administration, International Development, Engineering, Political Science, Communications or International Relations, or a Bachelor's degree with two additional years of relevant experience
- At least five years of international-development experience
- Experience developing and executing partnership and programme-development plans
- Project development and proposal-writing experience
- Experience acquiring projects
- Experience establishing partnerships with UN agencies, development organisations, governments, foundations, NGOs or private-sector organisations
- Fluent English

- Experience working in international organisations, international development, post-disaster or emergency contexts
