Job Description

Serves as the NDC Partnership’s in-country interface in Mauritania, coordinating government and partner action on nationally determined contributions. The home-based retainer supports climate-plan implementation, resource mobilisation, stakeholder dialogue and reporting, helping ministries align development support with national climate priorities and strengthen delivery of NDC commitments.

Summary of Responsibilities

  • Support inclusive institutional arrangements and coordination of government climate action
  • Facilitate strategic dialogue between environment, economic-development, finance and sector ministries
  • Map national stakeholders and climate-related projects
  • Coordinate development partners to align support with national priorities
  • Prepare resource-mobilisation tools including support-request letters, matrices and concept notes
  • Manage and update the NDC implementation plan in the online partnership tool
  • Prepare and disseminate monthly and quarterly engagement-progress reports
  • Train government officials and partners on NDC Partnership country-engagement tools

Role Requirements

  • Master's degree in public policy, development, climate change, natural resource management, environmental management or a related field, or a bachelor's degree in a related field with at least five years of relevant professional experience
  • At least 5 years of experience in public or private sector work focused on climate change, project management, stakeholder and donor engagement or cross-cutting workplan and proposal development
  • Experience with national, local and multilateral climate-change governance processes, policy or nationally determined contributions
  • Knowledge of national climate-policy frameworks, plans and strategies
  • French fluency
  • Mauritanian nationality or a valid residence permit in Mauritania

Desired Criteria

  • Familiarity with UNFCCC processes, including subsidiary bodies, the Conference of the Parties and nationally determined contributions
  • Experience in other national contexts contributing indirectly to climate change
  • Experience conducting a similar assignment
  • Ability to strengthen formal and informal networks across government, private sector, NGOs and other stakeholders

Additional Information

  • Home-based role performed from government premises rather than a UNOPS office
  • The role is open only to Mauritanian nationals or holders of a valid Mauritanian residence permit
  • Retainer personnel must complete mandatory courses in their own time without compensation
