Operations Advisor

Advises MSF country programmes and heads of mission on tactical and operational decision-making from the Amsterdam Operations Department. The advisor manages a delegated portfolio, safeguards operational policy and project-control processes, coaches mission leadership, coordinates headquarters support, and identifies risks, emergencies, security concerns, advocacy opportunities and financial issues requiring timely follow-up.

• Advise heads of mission and country-programme managers on tactical decisions
• Safeguard operational policies and project planning-and-control processes
• Coach mission leaders and identify institutional capacity-building needs
• Manage the delegated operational portfolio and identify risks and priorities
• Support recruitment, debriefing, training and development policies
• Follow up portfolio financial issues involving donors and partner sections
• Coordinate regular and ad hoc meetings between headquarters support staff
• Assist the Operations Manager on administrative and policy matters

• Experience as a Head of Mission in an MSF operational section
• At least two years in country-programme management posts
• Familiarity with current MSF policies, procedures, movement and organisational structure
• Excellent command of English
• French or Arabic proficiency
• Willingness to work irregular hours and spend 15–20% of time in country programmes
