Noncommunicable Diseases and Mental Health System Expert

Supports WHO Bangladesh and government counterparts to turn noncommunicable-disease and mental-health priorities into implementation. The national UN Volunteer coordinates technical inputs, workplans, tracking and follow-up across primary care, medicines, health information, workforce and service delivery, helping MOHFW and DGHS resolve bottlenecks and strengthen the health-system response.

• Support DGHS to translate NCD and mental-health priorities into implementation workplans and actions
• Strengthen primary-health-care service delivery, essential medicines, workforce capacity, referral and follow-up, health information and digital systems
• Coordinate WHO technical inputs, DGHS consultations and implementation reviews
• Maintain implementation trackers, identify gaps and bottlenecks, and facilitate technical support or escalation
• Prepare situational analyses, technical reports, briefing materials, donor reports and implementation updates
• Support Ministries and Divisions to translate Joint Declaration and MSAP commitments into actions and timelines
• Contribute to Joint Declaration and MSAP tracking and reporting on progress, bottlenecks and follow-up actions

• At least seven years of progressively responsible professional experience in public health, noncommunicable diseases, mental health, health-system strengthening, programme implementation, programme monitoring, health-service delivery, government coordination or related fields
• Demonstrated experience in public-health programme implementation, coordination and follow-up
• Experience supporting government institutions to develop, implement or monitor workplans
• Understanding of noncommunicable-disease prevention and control and health-system strengthening and primary-health-care approaches
• Experience identifying implementation bottlenecks, coordinating solutions and following activities to completion

• Master’s degree in public health, health policy, health economics, development studies, public policy, global health, NCDs, health promotion or a related field
• Experience working with MOHFW, DGHS, WHO, UN agencies or development partners
• Experience supporting NCD and mental-health programmes at national or subnational level
• Experience with PHC, NCD service delivery, essential medicines, health information systems or workforce development
• Experience supporting multisectoral NCD initiatives or national action plans
• Experience developing technical briefs, policy briefs, progress reports or knowledge products
